OAS clawback thresholds by income year

The recovery tax starts above the minimum threshold. At the maximum threshold all the OAS received in the income year has been repaid. Each income year sets the monthly deductions for the July to June period after it.

Income year Deductions from Recovery starts above Fully recovered, 65 to 74 Fully recovered, 75 and over
2026 July 2027 to June 2028 $95,323 $155,320 $161,320
2025 July 2026 to June 2027 $93,454 $152,062 $157,923
2024 July 2025 to June 2026 $90,997 $148,451 $154,196

From ESDC's recovery tax table, checked October 2, 2026; the CRA lists the same thresholds ($95,323 for 2026, $93,454 for 2025, $90,997 for 2024) in its indexation table. The 2026 full-recovery figures now include the published October to December pension amounts.

How the recovery tax is worked out

The chart for line 23500 in the CRA's Federal Worksheet does it in three steps: take your adjusted net income, subtract the threshold for the year, and multiply what is left by 15%. Your repayment is whichever is less, that amount or the OAS pension you received in the year (plus any net federal supplements, less any overpayment recovered). The result goes on both line 23500 and line 42200 of the return.

canada.ca's example: $100,000 of income in 2025 is $6,546 above the $93,454 threshold, and 15% of that is $981.90, repaid over July 2026 to June 2027. At $130,000 the repayment is $5,481.90 and you keep $3,309 of the $8,791 maximum paid in 2025 to someone aged 65 to 74.

Net world income includes the OAS pension itself. For Canadian residents it is the net income on line 23400 of the return, less universal child care benefit and RDSP income and any EI benefits repaid, plus any repayments of those. Non-residents report it on the Old Age Security Return of Income, which lists employment, business, pensions, social security, capital gains, rental property, interest and dividends among the income it includes.

Monthly deductions from July to June

Section 180.2 of the Income Tax Act has the tax withheld from each monthly OAS payment, based on the income of a base year: for payments from July to December it is the previous calendar year, and for January to June the year before that. So your 2025 return sets the deductions from July 2026 to June 2027, and your 2026 return those from July 2027 to June 2028. ESDC describes it as your estimated repayment divided by 12 and deducted from each payment; Service Canada sends a letter with the amount, and a deduction can never be more than the payment.

The deductions are a prepayment. Each year's actual recovery tax is worked out on that year's return, the tax withheld (box 22 of the T4A(OAS) slip) is claimed on line 43700, and the CRA refunds any excess or you pay the difference. If your income was above the threshold last year but will be substantially lower this year, you can send the CRA Form T1213(OAS) to ask for smaller deductions from July.

Maximum OAS paid in 2025 and 2026

The calculator counts the OAS received in the income year from these quarterly maximums. Added up for 12 months and divided by 15%, they give the income at which OAS is fully recovered, and the first whole-dollar income that repays all OAS matches ESDC's published figures.

What the calculator assumes

It counts the maximum OAS pension, which is what you receive with 40 years in Canada after 18 and a start at 65. A partial or deferred pension changes the OAS you receive, and so the most that can be clawed back, but not the 15% rate or the threshold. When you received OAS for only part of the year, the months are counted at the end of the year. The age group applies to the whole year.

The monthly deduction is capped at the latest published monthly pension, and the calculator does not include non-resident tax: for people living outside Canada, the recovery tax and non-resident tax together cannot be more than the OAS paid in the month. To estimate the pension itself at each start age, use the OAS calculator; for low incomes, the GIS calculator shows the Guaranteed Income Supplement paid on top of OAS.

Frequently Asked Questions

What is the OAS clawback threshold for 2026?
For 2026 income the recovery tax starts above $95,323 of net world income, and it is withheld from OAS payments from July 2027 to June 2028. ESDC reports that OAS is fully recovered at $155,320 for ages 65 to 74 and $161,320 for 75 and over. For 2025 income, which sets the deductions from July 2026 to June 2027, the threshold is $93,454.
How is the OAS clawback calculated?
You repay 15% of your net world income above the threshold, but never more than the OAS you received that year. canada.ca's example: with $100,000 of income in 2025, the excess over $93,454 is $6,546, and 15% of that is $981.90, repaid over July 2026 to June 2027.
At what income is OAS fully clawed back?
For 2025 income, at $152,062 for ages 65 to 74 and $157,923 for 75 and over. For 2026 income ESDC's published figures are $155,320 and $161,320. The figure is higher at 75 because the pension is 10% larger, so there is more to repay.
When is the OAS recovery tax deducted?
From July to the following June. Your 2025 return sets the monthly deductions from July 2026 to June 2027: the estimated repayment is divided by 12 and taken from each OAS payment, and you get a letter from Service Canada. At $100,000 of 2025 income that is about $81.83 a month.
Does net world income include the OAS pension?
Yes. ESDC's figures state that net world income includes the OAS pension. For Canadian residents it is the net income on line 23400 of the return, with small adjustments for the universal child care benefit, RDSP income and any EI repayment.
Can I lower the recovery tax taken from my OAS?
If your income was above the threshold last year but you expect it to be much lower this year, you can ask the CRA in writing, with Form T1213(OAS), to have Service Canada reduce the tax withheld at source. Whatever the deductions, your return settles the actual amount: the tax withheld (box 22 of the T4A(OAS)) is claimed on line 43700, and too much withheld is refunded.
Do TFSA withdrawals count toward the OAS clawback?
No. The Canada Revenue Agency says income earned in a TFSA and withdrawals from it do not affect federal income-tested benefits, and it names OAS.
Is the clawback rate different after 75?
No. It is 15% of income above the same threshold at every age. Only the amount that can be clawed back differs: the maximum pension is higher from 75, so it takes more income to repay all of it.
Does deferring OAS avoid the clawback?
The recovery tax applies to the OAS you actually receive, so there is none in years you do not receive OAS. ESDC lists this among the things to weigh when starting at 65: you may have to pay back part of your OAS if your income is above the threshold. A deferred pension is larger, which this calculator does not model; it counts the maximum pension at 65 to 74 or at 75 and over.
